On the Matter of Media Ownership

The press is not apolitical. It is not objective. It is not unbiased. It never was. It never can be.

Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

Electromagnetic waves can be used for speech. It is a medium.

Is the problem not concentration of media ownership, but rather how the spectra are regulated?

Paper is a limited resource, as is ink and the talent required to operate a press. Should not these resources be regulated as public goods? Perhaps, in order to prevent interference with other presses, only a given number of presses may operate in a particular area. Let us then license those presses, and restrict their consumption of ink and paper, in order to efficiently use these public goods.
