One of my problems with Windows is its opacity. Like any complex system, it fails in complex ways, which is to be expected. But finding the failure is an exercise in frustration.
First, a picture of the failure, since it's a user interface issue.
Google's not helping much this morning, since this result doesn't work. The Registry key mentioned doesn't exist in Windows 2000. (By the way, could someone at Microsoft learn how to rewrite URLs? There's no reason to expire all the old-style knowledge base links out there.)
