The problem with external measurements of reboots is that they are not at all precise. I can hide two or more servers behind a single IP address if I want to get complicated. But all it takes is conducting the reboot between measurement samples. Unless you have trouble, a reasonably fast Windows 2000 host can reboot in under three (3) minutes.
It's much better to ask the host itself:
