The Coalition Against Unsolicited Commercial E-mail (CAUCE) helpfully linked to 47 USC 227: "Restrictions on use of telephone equipment." Section (b)(1)(B) is the one I like, except for the big loophole. "It shall be unlawful for any person within the United States -
to initiate any telephone call to any residential telephone line using an artificial or prerecorded voice to deliver a message without the prior express consent of the called party, unless the call is initiated for emergency purposes or is exempted by rule or order by the Commission under paragraph (2)(B);

Every MUA I've used on Windows fails to do this. Is this impossible in the Microsoft world?
Perhaps Jud Spencer could inform the other groups at Microsoft how he did it with Claris Emailer, Outlook Express for Macintosh, and Entourage?

Do not call
Jenny points out that the FTC asks for comments on the Telemarketing Sales Rule.Does anybody want to be called?
There may be an inappropriate precedent here, but I know I would appreciate it if the FTC would work from the assumption that nobody should be called unless they ask to be called. This would place the burden on the caller to locate people who want to be called, rather than on those of us who just want to be left alone.
